The responses listed below are in a "yes," "no" or "undecided" format.  In many cases, the candidates commented or supplied explanations as to the reasons behind their decision.  Unfortunately, space limitations do not allow us to publish the full breadth of some of the responses. It is important to note this when reviewing the responses. A "U" or "undecided" does not mean that the candidate is unsympathetic to our issues but requires more information. TURKEY

In accepting candidate status for accession to the European Union on December 10, 1999, Turkey agreed to abide by three preconditions for beginning accession negotiations:

• Resolution of its unilateral territorial claims against Greece in the Aegean “within a reasonable time,” including referral of its unilateral claims to the International Court of Justice;
• No delay of Cyprus’ accession negotiations with the European Union and Cyprus’ accession not to be contingent on a resolution of the Cyprus problem;
• Compliance with the 1993 EU ‘Copenhagen criteria' on human rights, democratic government, market economy, etc.

To date, Turkey has taken no steps to comply with these conditions. It continues to raise unilateral territorial claims against sovereign Greek territory; it continues its illegal occupation of Cyprus, rejection of demilitarization and its refusal to negotiate in good faith. The military's control of foreign affairs and national security matters, and its pervasive influence over domestic affairs remains constitutionally unamended. Turkey’s record of human rights abuses continues to draw stern condemnation from the State Department, the OSCE and independent, non-governmental organizations.

QUESTION 5: So long as Turkey continues its violations of international law and human rights and to encourage Turkish compliance with the EU conditions, will you co-sponsor or support legislation in the 107th Congress to:

(Q5A): Mandate the Administration to produce quarterly reports to Congress on Turkey’s compliance or otherwise with these conditions?

(Q5B): Mandate the Administration to undertake a critical review of U.S. policy toward Turkey?

(Q5C): Ban the transfer or sale of US arms to Turkey?

(Q5D): Remove Normal Trade Relations status from Turkey?
